Trump Submits US-Saudi Nuclear Accord to Congress — With a Last-Minute Israel Condition Attached

Supreme Court Signals It Will Strike Down Trump’s Birthright Citizenship Order

  • President Trump has formally submitted a landmark civil nuclear agreement with Saudi Arabia to Congress for a mandatory review period, a move that will trigger months of intensive debate among lawmakers about how to expand American nuclear industry exports while preventing the spread of weapons of mass destruction in one of the world’s most volatile regions.
  • Trump has not dropped the last-minute condition he added after the deal was already negotiated and signed: that Saudi Arabia must normalize relations with Israel — joining the Abraham Accords — as a precondition for full implementation, a requirement that the kingdom has so far resisted and that complicates what was already a diplomatically sensitive agreement.
  • The timing of the Israel condition — announced after the deal was signed rather than negotiated into it — has raised questions about whether it reflects a genuine policy requirement or a negotiating tactic, and it creates a built-in point of friction that Saudi Arabia can use to slow-walk or resist the agreement’s terms without formally rejecting it.
  • The agreement is significant for the American nuclear industry, which has been pushing to win Saudi contracts in competition with Russia’s Rosatom and China’s CNNC — both of which have fewer nonproliferation strings attached — and a congressional rejection or indefinite delay would be a major setback for US nuclear export ambitions at a moment when global demand for nuclear power is surging.

What Happened?

The Trump administration has transmitted a civil nuclear cooperation agreement — known as a “123 agreement” under the Atomic Energy Act — with Saudi Arabia to Congress for a mandatory 90-day review. The agreement would govern civilian nuclear cooperation between the two countries, including technology transfers and the supply of nuclear fuel, and is seen as a key step toward helping Saudi Arabia develop nuclear power capacity. The deal was previously negotiated and signed, but Trump subsequently announced a condition not included in the original text: that Saudi Arabia must normalize relations with Israel before full implementation. An administration official confirmed that Trump has not dropped this condition, even as the agreement proceeds through the congressional review process.

Why It Matters?

The US-Saudi nuclear agreement sits at the intersection of three major policy priorities: nuclear nonproliferation, Middle East diplomatic normalization, and the revival of the American nuclear industry. On proliferation, the central concern is whether Saudi Arabia will agree to forgo uranium enrichment and plutonium reprocessing — the so-called “gold standard” that the UAE accepted in its own 123 agreement but that Saudi Crown Prince Mohammed bin Salman has publicly said the kingdom reserves the right to pursue. On diplomacy, the Israel normalization condition turns a commercial agreement into a geopolitical lever, but one that cuts both ways: it gives Saudi Arabia leverage to stall without formally refusing, and it gives congressional skeptics a principled basis to oppose the deal that doesn’t require engaging the technical nonproliferation arguments. On industry, the stakes are enormous — Russia and China are actively competing for Saudi nuclear contracts with fewer conditions attached, and a failed US agreement would cede ground to both.

What’s Next?

Congress has 90 days to review the agreement and can pass a joint resolution of disapproval to block it. The debate is expected to focus on whether the agreement includes sufficient safeguards against weapons development, whether the Israel normalization condition is enforceable or merely aspirational, and whether the commercial benefits to the American nuclear industry outweigh the proliferation risks. Watch for testimony from State Department and Energy Department officials, and for whether the Saudi government signals any flexibility on the Israel normalization question — which remains the single biggest variable in whether this agreement ever moves from review to implementation.
