Reform UK Treasurer Nick Candy Meets Sanctioned Nicaraguan Officials; Metals Exploration Wins 60K-Hectare Mining Rights Days Later

  • Nick Candy, Reform UK treasurer and second-largest shareholder in London-listed Metals Exploration, met sanctioned Nicaraguan officials including Laureano Ortega (son of dictator Daniel Ortega), mining minister Salvador Mansell, and attorney-general Wendy Morales in March. Days later, Metals Exploration applied for 8 new mining concessions covering 60,000+ hectares (larger than Spanish island Ibiza), which were granted the day after submission. The concessions roughly doubled Metals Exploration’s Nicaraguan interests adjacent to its existing La India gold complex.
  • All three Nicaraguan officials met by Candy have been under US sanctions since at least 2024: Laureano Ortega for being part of “corrupt regime,” Mansell for involvement in “sham elections,” Morales for “complicity in regime oppression.” US Treasury said Laureano Ortega and Mansell manage a “complex network of front companies” in Nicaragua’s mining sector and that regime members benefit through “kickbacks” from gold exports.
  • Metals Exploration denied bribery or improper dealings with sanctioned officials and said it took legal advice to comply with sanctions. Candy said he was part of a 30+ person delegation and had no involvement in concession applications. Metals Exploration said the land was “agreed in principle prior to final application” and negotiations took “six to eight months.” In April, Metals Exploration signed electricity contract with state-owned Enatrel, headed by US-sanctioned Mansell.
  • First production from La India is expected this year; Metals Exploration’s share price has risen 25% in past 12 months. The timing of the meeting, concession grant, and Enatrel contract creates appearance of quid pro quo, though causality is disputed. The deal highlights Reform UK’s funding sources and Candy’s international mining interests amid party’s other funding scandals.
