Wall Street Braces for Democratic Gains: 96% of Investors in a Wolfe Survey Expect a Democratic House, and Piper Sandler Says Democrats’ Plans Would Add $5 Trillion to the Deficit

  • A Democratic House is the consensus. Wolfe Research surveyed 138 investors and found 96% expect Democrats to win the House, and Wolfe said the polling error needed for Republicans to keep it would be unprecedented in modern history, larger even than in 2020.
  • The Senate is a closer call. In the same survey, 58% of investors expect Democrats to take the Senate and 42% expect Republicans to hold it, while Wolfe itself puts Democrats’ chances at 49%, 9 points below its clients. TD Securities called a blue wave its base case on Oct. 20, and Raymond James said on Oct. 23 that Democrats are increasingly likely to win a Senate majority.
  • The fiscal stakes are large. Piper Sandler wrote on Oct. 29, after analyzing Congressional Budget Office data, that Democratic proposals “would add $5 trillion to the deficit over the coming decade,” assuming they repeal President Donald Trump’s tariffs and reverse cuts to Medicaid, nutrition programs and Affordable Care Act subsidies.
  • Gridlock is the most likely result. With Trump in office for two more years and holding veto power, analysts expect a divided government to block big policy swings, and even a Democratic sweep would still face the Senate’s 60-vote filibuster on most legislation.

What Happened?

With Tuesday’s midterm elections days away, Wall Street analysts are preparing clients for Democrats to retake at least one chamber of Congress after two years of full Republican control, according to a CNBC review of analyst reports. Investors are concerned that a Democratic Congress could push more spending and use its subpoena power to investigate companies that do business with the Trump administration.

Why It Matters?

The biggest near-term market issue is the debt ceiling. The Bipartisan Policy Center expects the X-date, when the US can no longer pay all its bills, to arrive between late winter and mid-summer 2027, so a new Congress would face a high-stakes fight early on. TD said a Democratic Congress would make it slightly more likely that a debt-limit bill passes than a divided one would. TD also said a Democratic Senate could ease concerns about Federal Reserve independence, since Fed nominees need Senate confirmation.

What’s Next?

After the results, attention will turn to the lame-duck session before the new Congress is seated in January, when Republicans could try to raise the debt limit while they still control both chambers. Raymond James noted that Democrats would lose leverage over Trump if that happens. Investors will watch which party controls the Senate, any early debt-limit moves and how bond markets react to the deficit outlook.
