BMO and Sun Life Commit C$75 Billion to Canada’s Infrastructure Build, Days Before Carney’s Toronto Investor Summit

  • Bank of Montreal and Sun Life Financial committed a combined C$75 billion (roughly $54 billion) in private-sector capital to Canada’s infrastructure agenda. BMO will mobilize up to C$70 billion over the next decade in commercial capital, while Sun Life launched a separate C$5 billion program taking direct debt and equity stakes in national projects.
  • BMO’s mandate spans power generation, oil and gas pipelines, transportation infrastructure and AI computing — sectors Ottawa has framed as central to economic security and resilience. The breadth signals this is a national-capacity play rather than a single-sector infrastructure fund.
  • The pledges follow Power Corp. of Canada’s announcement Thursday of C$10 billion over five years for domestic infrastructure and midmarket companies, deployed through direct strategies, co-investment and third-party financing. Three major Canadian institutions have now committed within a single week.

What Happened?

Bank of Montreal and Sun Life Financial announced Friday that they will jointly commit C$75 billion in private capital to support Canada’s infrastructure push. BMO’s portion is up to C$70 billion over ten years, directed at power generation, oil and gas pipelines, transportation and artificial intelligence computing infrastructure. Sun Life’s C$5 billion initiative takes direct debt and equity positions in major national projects. The announcements follow Power Corp. of Canada’s C$10 billion, five-year commitment made a day earlier.

This is a coordinated mobilization of domestic balance sheets behind a government agenda, not a set of independent investment decisions that happened to land in the same week. Cross-border trade turbulence has pushed Ottawa toward economic self-sufficiency, and infrastructure is where that ambition becomes capital expenditure. For allocators, the significance is scale and duration: C$85 billion of announced intent across three institutions creates a deep pipeline of long-dated, inflation-linked private assets in a market where quality infrastructure supply has been scarce. The inclusion of AI computing alongside pipelines and transmission is notable — it treats compute capacity as national infrastructure rather than a technology sector bet.

What’s Next?

Carney’s Toronto summit is the near-term catalyst, and the question is whether global investors match domestic commitments with capital of their own. Watch the gap between pledged and deployed — these are mobilization targets spanning five to ten years, and headline numbers of this kind routinely include third-party financing and co-investment the sponsor does not fund directly. Specific project announcements, particularly on pipelines and power transmission, will be the real test of whether permitting and provincial politics can move at the pace the capital implies. Further commitments from Canadian pensions and insurers are likely ahead of or during the summit.
