Google Plans €13 Billion AI Data Center Build in Finland — Its Largest Single European Investment Ever

  • Google will invest at least €13 billion ($15.1 billion) in Finland over the next two years — its largest single investment in Europe ever — building three new data centers in Kajaani, Muhos, and Vaala in the country’s north, plus expanding its existing Hamina facility, as part of Alphabet’s $205 billion 2026 capex program to accelerate AI computing capacity.
  • Finland’s infrastructure advantages are compelling: the cold northern climate requires minimal cooling, 96% of electricity comes from carbon-free sources (primarily nuclear and renewables), abundant fresh water is available, and data centers use closed-loop systems to reduce water waste — with the added benefit that server heat can be captured to warm Finnish homes.
  • Utility Fortum announced a 22-year power-purchase agreement with Google covering 50% of the Loviisa nuclear plant’s capacity from 2030 to 2049 — a landmark deal that effectively subsidizes the plant’s lifetime extension while locking in carbon-free baseload power for Google’s Finnish operations for two decades.
  • The investment is expected to support 37,000 jobs during the construction phase (including ~16,000 in construction) and approximately 7,000 ongoing jobs including suppliers — a significant economic boost for Finland, which has the EU’s highest unemployment rate at over 10% and has struggled with weak demand, the collapse of Russia trade, and fiscal austerity.

What Happened?

Google announced Wednesday it will invest at least €13 billion in Finnish AI data center infrastructure over two years — its largest single country investment in Europe. The build will add three new facilities in northern Finland (Kajaani, Muhos, Vaala) and expand an existing Hamina data center in the southeast. The northern sites were selected for their proximity to carbon-free energy grid connections. Alongside the announcement, Fortum signed a 22-year nuclear PPA covering half the Loviisa plant’s output, and Nokia and Elisa will provide connectivity infrastructure. The investment comes as Alphabet has raised its 2026 capex forecast to as much as $205 billion as it races rivals to dominate AI computing infrastructure.

Why It Matters?

The Finland announcement is a data point in several converging trends simultaneously. First, it confirms that hyperscaler AI capex is not slowing — Alphabet is committing €13 billion to a single country in a two-year window even as its stock has faced questions about AI spending returns. Second, it represents a strategic bet on nuclear power as AI infrastructure backbone: a 22-year nuclear PPA extending to 2049 is the longest-duration clean energy commitment most utilities have seen, and it signals that Google sees nuclear as the only carbon-free baseload source that can reliably power AI data centers at the necessary scale and availability. Third, Finland’s cold climate and water advantages are becoming a genuine competitive differentiator for data center siting — as US state-level data center subsidies come under pressure (Ohio, Virginia), European locations with structural infrastructure advantages look relatively more attractive.

What’s Next?

Construction begins on three greenfield Finnish sites over the next two years; the Fortum nuclear PPA kicks in from 2030 when the Loviisa extension period begins. For investors, the key question is whether the AI infrastructure buildout across Alphabet, Microsoft, Amazon, and Meta translates into revenue acceleration or continues to widen the gap between capex and monetization. Finland’s economic benefit is more immediate: 37,000 construction-phase jobs in a country with 10%+ unemployment represents a meaningful demand injection. The nuclear PPA structure may also serve as a template for other hyperscaler-utility partnerships across Europe, where energy security and carbon-free baseload constraints are shaping the data center geography of the AI era.
