Modi and Trump Hold First Call Since June as a New US Law Allows 100% Tariffs on Buyers of Russian Oil

  • Narendra Modi and Donald Trump discussed defense, trade, energy and critical technologies in their first phone call since June, according to a statement from the Indian government. The two last met on the sidelines of a G7 summit three months ago.
  • The call comes as a new US law gives Trump authority to impose levies of up to 100% on countries that buy Russian oil and gas. India has warned such measures could damage bilateral ties and disrupt global energy markets.
  • Negotiations on a broader trade agreement remain unfinished despite both sides agreeing to the broad contours of an interim deal earlier this year. Indian Commerce Minister Piyush Goyal is on a seven-day US visit for a G20 trade ministers meeting, where he will also meet his US counterpart to try to finalise that interim agreement.
  • India is diversifying in parallel. Modi is planning a Canada trip for a trade deal and has accelerated talks with Mexico, as New Delhi seeks partnerships beyond Washington amid the threat of fresh levies.

What Happened?

The Indian statement said the leaders exchanged views on regional and international developments, discussed efforts to promote global peace and security, and reaffirmed a commitment to the India-US Comprehensive Global Strategic Partnership with continued close engagement. Relations have improved in recent months through higher-level engagement and an easing of US tariffs on Indian goods, though ties have been strained repeatedly by tariff disputes and by Trump claims that he helped mediate an end to fighting between India and Pakistan last year, an account New Delhi disputes.

Why It Matters?

The Russian oil provision creates a bind India cannot negotiate its way out of through trade terms. Ordinary tariff disputes are settled by adjusting market access or duties on specific goods, but this law ties Indian tariff exposure to a third-country energy relationship, meaning concessions on agriculture or manufacturing do not address it. Resolving it would require India to change where it buys crude, which raises its import bill at a moment when Brent trades above $100 following the rejection of a Hormuz reopening proposal. India is being asked to accept higher energy costs to avoid tariffs, and the arithmetic of that trade determines whether the interim deal closes. That is the likeliest reason an agreement whose contours were settled earlier this year remains unsigned. The diversification is the development with the longer half-life. India is pursuing Canada and Mexico while Canada courts the European Union, so two significant US trading partners are building alternatives at the same time. Relationships constructed during a dispute tend to persist after it ends, which means the cost of the current approach outlasts the current administration. For investors the exposure sits in Indian equities, which have been a favoured emerging market allocation, and a 100% tariff would be severe for export-oriented sectors. Note that capital is already moving: GQG funded its recent technology switch partly by cutting heavy overweights in India and Brazil. Also weigh the sourcing here. This account comes from the Indian government alone, with no US readout quoted, and language about reaffirming commitment to a strategic partnership is standard diplomatic phrasing rather than evidence of progress.

What Next?

Goyal meeting with his US counterpart during the seven-day visit is the immediate opportunity to finalise the interim deal, and failure to do so after months of stated agreement on contours would indicate the Russian oil question is the obstacle. Watch whether the administration actually invokes the new 100% tariff authority against India, since the law existing and being used are different things and the threat may be leverage rather than intent. Indian crude import data is the measurable variable, because any reduction in Russian purchases would signal New Delhi has chosen the trade relationship over cheaper energy. Modi Canada trip and the Mexico talks are the diversification markers. The November midterms sit behind all of it, as tariff policy has become entangled with domestic cost-of-living politics.
