U.S. Intel: Putin Could Test NATO With Limited Incursion in Coming Years — While US Munitions Stockpiles Are Severely Depleted From Ukraine and Iran

  • New U.S. intelligence assessments described by U.S. officials have updated past forecasts that Putin would not provoke NATO during the Ukraine war — finding that Putin could now try to test the alliance’s resolve with a limited assault on an allied country within the next few years; the scenarios under consideration range from a cyberattack to a small-scale land incursion; the revision is significant because the prior intelligence consensus had been that Putin would avoid direct NATO confrontation while prosecuting the Ukraine war, a calculus that appears to have shifted as the Ukraine conflict has dragged on and Western military support has depleted allied munitions stockpiles; the specific timing of “the next few years” rather than “near-term” suggests analysts assess this as a medium-horizon risk rather than an imminent threat, but the direction of the assessment is clearly toward higher probability.
  • The munitions depletion context is the crucial enabling condition that makes the intelligence assessment particularly alarming: US stockpiles of long-range Precision Strike Missiles (PrSM) and Army Tactical Missile Systems (ATACMS) — the weapons the US would most need to confront Russian conventional forces in a NATO Article 5 scenario — have been severely degraded by transfers to Ukraine; short-range Stinger surface-to-air missiles, critical for low-altitude air defense, are also depleted; the Iran conflict has compounded the problem by consuming additional precision munitions; the combination means that precisely as intelligence assesses a higher probability of Russian NATO testing, the US is operating from a position of reduced conventional deterrence — the weapons that would make a Russian limited incursion prohibitively costly are the ones in shortest supply.
  • The range of scenarios from cyberattack to small-scale land incursion is analytically important because the two ends of the spectrum carry very different escalation dynamics and deterrence requirements: a cyberattack on critical infrastructure in a NATO ally is ambiguous enough that NATO’s Article 5 collective defense trigger might not be invoked — Russia could claim plausible deniability and test alliance cohesion without triggering a kinetic response; a small-scale land incursion would be unambiguous but small enough that the political will to respond collectively might be tested — the Baltic states and Finland’s border regions are the obvious geographic candidates for such a probe; NATO’s credibility as a deterrent depends on member states responding to even limited incursions, and Russia has historically probed for alliance fractures.
  • The strategic timing of this intelligence reassessment is worth noting: it comes as the Trump administration is simultaneously managing the Iran war, the yen rescue, and now a NATO deterrence shortfall — a three-front strategic challenge that strains US attention, diplomatic bandwidth, and conventional munitions stocks simultaneously; the munitions replenishment timelines for PrSM, ATACMS, and Stingers are measured in years, not months, due to defense industrial base capacity constraints; the assessment implies that a Russian opportunistic probe against NATO is being considered at precisely the window when US deterrent capacity is at its post-Cold War nadir in certain critical conventional munitions categories.

What Happened?

New U.S. intelligence assessments have updated prior forecasts that found Putin unlikely to provoke NATO during the Ukraine war — finding he could now test the alliance with a limited assault on an allied country within the next few years. Scenarios range from cyberattack to small-scale land incursion. Simultaneously, US stockpiles of Precision Strike Missiles, Army Tactical Missile Systems, and Stinger surface-to-air missiles are severely depleted from Ukraine transfers and the Iran conflict — meaning the weapons most needed to deter a Russian NATO probe are precisely the ones in shortest supply.

Why It Matters?

NATO’s deterrence rests on the credible threat of a collective military response — which requires both political will and physical capability. The intelligence update challenges the political assumption (would Putin really go after a NATO ally?) while the munitions shortage threatens the capability dimension. A Russia that believes it can probe the alliance at a moment of depleted US conventional stocks and fractured Western political will faces a fundamentally different deterrence calculus than the one that held in 2022. The replenishment window — years, not months — is exactly the risk window the assessment identifies.

What’s Next?

Watch US defense industrial base investments in PrSM and ATACMS production for any acceleration that could close the munitions gap faster; watch NATO’s next force posture review for any forward deployment changes in the Baltics, Poland, or Finland that would raise the cost of a limited Russian incursion; watch the Trump administration’s diplomatic signaling toward Russia for any indication it is communicating this assessment directly to Moscow as a deterrence signal; and watch Congressional defense authorization debates for any emergency munitions procurement provisions responsive to the stockpile depletion disclosed in this assessment.
