Oil Hits $111 as Trump Reviews Iran’s Interim Deal Proposal — With Questions About Who Actually Submitted It

  • Trump convened his national security team Monday to review Iran’s proposal for an interim deal — reopening the Strait of Hormuz in exchange for a full ceasefire and blockade lift, with nuclear talks deferred — and said he would address it “very soon,” while the New York Times reported he is “not satisfied” with the offer.
  • Secretary of State Rubio called the offer “better than what we thought they were going to submit” but said the White House has “questions about whether the person submitting it had the authority to submit” — echoing longstanding US concerns that Iran’s government is too internally divided to make binding commitments.
  • Brent crude surged 3% to over $111 a barrel Tuesday — a one-month high on a closing basis — as the continued impasse in talks and virtual standstill in Hormuz traffic pushed energy markets higher; oil is now roughly a third above pre-war levels.
  • German Chancellor Friedrich Merz publicly said Trump is being “humiliated” by Iranian leaders and doesn’t see “what strategic exit the Americans are now choosing” — reflecting growing frustration among G7 allies suffering from fuel rationing and economic disruption from the Hormuz closure.

What Happened?

Iran has signaled willingness to accept an interim deal that would reopen the Strait of Hormuz in exchange for the US lifting its naval blockade of Iranian ports — while setting aside the harder questions about Iran’s nuclear program for later negotiations. Trump’s national security team reviewed the proposal Monday, and White House Press Secretary Karoline Leavitt confirmed Trump would address it “very soon.” But privately, Trump told advisers he is not satisfied with the offer, and Rubio raised a pointed procedural question: whether the Iranian official who submitted the proposal had actual authority to do so on behalf of the government — a concern that reflects deep US skepticism about Iran’s negotiating coherence. The first LNG shipment since the war began appears to have traversed Hormuz on Monday — the Mubaraz, loaded from the UAE around early March — but it remains unclear whether this was a one-off or a signal of deliberate Iranian easing.

Why It Matters?

The interim deal framework Iran has proposed is structurally significant: it would separate the Hormuz/blockade question from the nuclear question, giving both sides a face-saving off-ramp without resolving the deeper geopolitical dispute. Washington has previously insisted any deal must include nuclear commitments, making acceptance of a nuclear-deferred framework a meaningful policy shift. The oil market is pricing in continued impasse: Brent at $111 reflects a market that sees no near-term resolution. Meanwhile, the international pressure on Washington is intensifying — Germany’s chancellor openly calling Trump “humiliated” is a remarkable public rebuke that signals European governments have lost patience with the diplomatic stalemate and the economic pain it is inflicting on their populations.

What’s Next?

Trump’s formal response to Iran’s proposal — expected “very soon” — will be the decisive near-term signal. Acceptance of even a modified interim framework would likely send oil sharply lower and provide a temporary political win for both sides. Rejection or silence prolongs the standoff, accelerates Iran’s storage crisis (which analysts say could reach “tank tops” in under two weeks), and risks a resumption of active hostilities when the ceasefire framework erodes. The question of whether Iran’s submission came from an official with genuine negotiating authority will also need to be resolved — if Tehran sends a more credible envoy, it could unlock the next round of talks that has been stalled for weeks.
