AEP Needs 63 Gigawatts by 2030 and Will Decide in Late 2029 Whether to Build This 0.96 Gigawatt Plant

  • American Electric Power and Amazon are evaluating a 960-megawatt nuclear plant at a retired AEP coal site in Sullivan County, Indiana, using 12 small reactors of 80 megawatts each supplied by X-Energy. A final decision on whether to proceed is expected by late 2029.
  • The arithmetic does not work against the stated need. AEP held about 30 gigawatts of capacity last year and says it must add 63 gigawatts by 2030, more than tripling. This project is 0.96 gigawatts, roughly 1.5% of that requirement, and the decision on whether to build it comes after the deadline it is meant to help meet.
  • The technology is unproven. This would be the third planned project using the X-Energy design, none are under construction anywhere, and the design still requires federal approval. Dow plans four reactors at a Texas chemical plant and Amazon is working with Energy Northwest on a Washington project using as many as 12.
  • Amazon occupies every position in the chain. It is a backer of X-Energy, a development partner on two of the three planned projects, and the prospective purchaser of this plant’s electricity.

What Happened?

Shane Lies, AEP’s president of nuclear development, said the timeline coincides with spiralling demand across its service area, that growth is expected to continue beyond 2030, and that generation must come online to meet unprecedented growth driven by industrial users, electrified homes and especially AI data centres. Amazon has pledged to eliminate or offset all its carbon emissions by 2040 while powering its data centre expansion in large part with natural gas plants, which Bloomberg has reported will push US emissions higher. Terms were not disclosed.

Why It Matters?

The timeline is the problem and it is not a small one. A utility that needs 63 gigawatts within four years is making an investment decision in late 2029 on a project supplying under one gigawatt, which means this plant cannot address the shortfall it is being announced against. Whatever closes that gap between now and 2030 will be gas, and the article says plainly that Amazon’s data centre expansion is already being powered in large part by gas plants. BloombergNEF projects a net 53.5 gigawatts of new US gas capacity through 2030 against record renewable additions, and this is what that looks like in practice: nuclear announcements for the next decade, gas turbines for this one. The vertical integration deserves attention because it recurs across the AI buildout. Amazon funds the reactor company, co-develops the projects and buys the power, which is the same structure as Nvidia investing in neoclouds that purchase its chips, Amazon contracting copper from a mine that will not produce until 2029, and Meta and Alphabet underwriting three-quarters of US corporate clean power contracts. Buyers are capitalising their own suppliers because the supply does not exist, and the risk that would normally sit with a vendor sits with the customer instead. The brownfield siting is the genuinely sound engineering decision. A retired coal plant has transmission connections, cooling water, a trained workforce and existing permits, which removes several of the obstacles that make new nuclear slow and expensive. If small modular reactors work anywhere, converted coal sites are the most plausible place. That remains conditional on a design that has not been approved and has never been built.

What Next?

Federal approval of the X-Energy design is the gating item for all three planned projects and none can proceed without it. Watch whether any of them reaches construction, since three announced and zero started is the current record for this technology. AEP’s capacity additions between now and 2030 will show what is actually being built to meet the 63 gigawatt requirement. For Amazon, the gap between its 2040 carbon pledge and its current gas-powered expansion is the tension this announcement is intended to address and does not yet resolve.
