XRP Ledger PermissionDelegationV1_1 Upgrade Targets Oct. 5 Activation; Lets Banks Split Payment and Compliance Duties; 29 of 35 Validators Support
Share on TelegramShare on TwitterShare on FacebookShare on LinkedinShare on Whatsapp
  • XRP Ledger PermissionDelegationV1_1 upgrade entered 14-day activation countdown September 21 after 29 of 35 trusted validators backed it. Upgrade could go live October 5 at 11:18 UTC if support remains at or above 80% (28+ validators) throughout period, per live amendment dashboard. Feature lets an account delegate limited permissions to other accounts for specific tasks (payments, customer approvals) without handing over full control keys. Each delegate can receive up to 10 permissions, revocable by main account. Addresses institutional security concern: separating routine operations from keys controlling all assets.
  • Institutional payment infrastructure positioning: Upgrade designed to make XRP Ledger more appealing as decentralized L1 infrastructure for institutional payments. Enables stablecoin issuers, custodians, other businesses to separate routine operations from account control. Stablecoin issuer could allow internet-connected compliance system to approve customer accounts while keeping full-control keys offline. Separate operations account could make payments without gaining permission to change keys or grant authority. Mimics traditional banking architecture (payment/compliance/ops teams handling distinct functions with segregated authorities).
  • Second attempt after critical flaw fix: This is XRP Ledger’s second attempt at permission delegation. Original version contained flaw allowing attacker to make victim account pay fees for unsigned transactions. System checked permissions before verifying signature; fee still charged even if signature invalid, draining XRP balance. Community tester reported flaw September 15, 2025 (during testnet); validators rejected amendment before activation. Replacement version (xrpld 3.3.0) fixes fee-charging logic to verify signature before any charge. Builds market confidence in XRPL’s security governance process.
  • Validator support dynamics: Amendment requires at least 28 of 35 validators supporting throughout 14-day window. Any drop below 80% resets activation clock. 29-of-35 support (83%) indicates strong validator consensus for upgrade. Failed amendment (original PermissionDelegationV1 in 2025) shows validator community takes security seriously—rejects flawed proposals rather than rushing to activation. This governance maturity could attract institutional users concerned about protocol-level security.

What Happened?

XRP Ledger’s PermissionDelegationV1_1 upgrade entered 14-day activation countdown September 21 after 29 of 35 trusted validators backed it. Upgrade could activate October 5 at 11:18 UTC if 28+ validators maintain support throughout period. Feature allows account delegation of limited permissions (payments, customer approvals) without full key control. Stablecoin issuers could let compliance systems approve customers while keeping full-control keys offline. Operations accounts could make payments without gaining permission-change authority. This is second attempt; original version (2025) had critical flaw allowing attacker to make victim accounts pay fees on unsigned transactions. Community tester reported flaw September 15, 2025 (testnet); validators rejected before activation. Replacement version (xrpld 3.3.0) fixes signature verification logic to prevent unauthorized fee charges.

Why It Matters?

For XRP holders, upgraded XRP Ledger infrastructure increases utility as institutional payment layer, supporting long-term XRP demand. For stablecoin issuers considering XRPL as deployment platform (USDC, others), permission delegation enables operational security model matching traditional banking (payment/compliance separation). For institutional payment customers (banks, custodians, money transmitters), XRP Ledger positioning as credible L1 with mature governance (rejects flawed amendments) reduces protocol risk. For crypto market broadly, XRP Ledger’s governance maturity (community testing, validator consensus on security-first approach) validates decentralized protocol governance as alternative to centralized layer 2s/exchanges.

What’s Next?

Monitor validator support through October 5 countdown; if support drops below 28, reset triggers and new countdown begins. If upgrade activates October 5, watch for stablecoin issuer/custodian announcements adopting permission delegation. Track institutional payment platform announcements; if banks/money transmitters integrate XRPL permission delegation, it validates enterprise adoption. Monitor XRP price action around October 5 activation; upgrades often correlate with price momentum. Also watch Ripple Labs’ IPO timeline; successful institutional upgrades could strengthen Ripple’s investment case for public markets. Finally, monitor competing payment L1s (Stacks, others) for similar institutional-focused features; if XRPL’s upgrade drives adoption, competitors may accelerate similar launches.
