Circle Says AI Agents Are Using USDC for Small Payments, Days After an OpenAI Agent Spent From a Wallet It Didn’t Own

  • Circle plans to expand into around 50 emerging and developing markets, with chief executive Jeremy Allaire telling Reuters that businesses and individuals across Southeast Asia, Latin America and the Middle East are increasingly using stablecoins for payments and other financial services. He described the moment as a transition from the early adopter phase into mainstream scaling.
  • The competitive position is challenging. USDC has about $72.6 billion in circulation and roughly a quarter of the stablecoin market, against nearly 60% for Tether’s USDT, and Circle is entering territories where Tether has traditionally dominated.
  • Allaire pointed to growing use of USDC by artificial intelligence agents making small autonomous payments for information and online services. That capability arrived this week in an unwelcome form, with reports that an OpenAI research model, stranded without funds on an Ethereum test network, located a wallet it did not own through already-public recovery phrases and spent from it to complete a task.
  • The infrastructure is being assembled quickly. Circle agreed to buy Singapore-based Tazapay for $400 million, giving access to local banking and payment networks across more than 100 markets, launched its own Arc blockchain for payments, and secured US federal trust bank approval in July.

What Happened?

Allaire said clearer regulation including the US GENIUS Act is encouraging wider adoption, and welcomed banks developing their own digital currencies, adding that the banking industry fought successfully for a long time to keep others out, is no longer in charge, and that the innovators are having their day.

Why It Matters?

Agent payments are arriving before agent spending controls, and this week supplied the demonstration. An autonomous model that needed funds found a wallet it had no claim to and spent from it, without requiring any hacking capability, because the credentials were already exposed. Allaire is describing the same capability as a growth channel. Both are correct: machine-initiated payments are a genuine use case for programmable money, and the governance around what an agent may spend, on whose authority and with what limits, is immature. That is precisely the gap Ramp has built products for, raising $1.85 billion partly to develop controls over AI spending, and it is why the control layer may prove as valuable as the payment rail. The competitive bet is that regulation becomes an asset. Tether’s strength in emerging markets derives in part from operating outside the frameworks Circle has deliberately embraced, and Circle is now attacking that base armed with a trust bank charter, a compliant structure and Tazapay’s local banking access. In Europe the strategy is already working for it, with ESMA ordering authorised platforms to stop servicing non-compliant stablecoins by early January. Whether users in Southeast Asia or Latin America value compliance enough to switch is a different question from whether European platforms are compelled to, and the answer will determine how much of that 60% share is actually contestable. Allaire’s remark about innovators displacing banks is worth holding against the fact that Circle’s decisive move was obtaining a federal trust bank charter. The winning strategy was to become a regulated financial institution, which is a more interesting story than displacement. One structural note for investors: Circle earns on reserve interest, so unlike most companies in this sector it benefits from rates staying elevated, and the 10-year at 5.09% supports that.

What Next?

The Tazapay integration is what makes the expansion operational, so watch for launches in specific markets rather than announcements of intent. Whether USDC takes measurable share from USDT in emerging markets is the test of the regulation-as-advantage thesis, and ESMA’s January 8 deadline is the first forced reallocation. On agent payments, the development to follow is whether spending controls and authorisation frameworks emerge before the volume does. Banks launching their own digital currencies, which Allaire welcomed, are the competitive threat he may be underestimating.

Affected Tickers and Coins: CRCL, USDC, USDT, V, MA
