The IEA Will Finish a Release It Promised in March, and Crude Rose Anyway to $96.63
Share on TelegramShare on TwitterShare on FacebookShare on LinkedinShare on Whatsapp
  • IEA member countries agreed to complete the release of 100 million barrels still outstanding from an intervention announced in March, accelerating distribution and including 20 million barrels of diesel as soon as possible. They have tapped 330 million of the 400 million initially pledged.
  • This is the completion of an existing commitment rather than new supply. The barrels were promised seven months ago and most have already been delivered, so what changed is the timing of the remainder, not the quantity available.
  • Crude rose regardless, quoted at 96.63 against 95.38 the previous day and a 95.09 settle on Wednesday. A market that keeps rising through a release announcement is telling you how little the intervention is expected to achieve.
  • The allied position is fraying. Washington informally lobbied for an additional release to quell rising diesel prices but made no formal proposal at Thursday’s meeting, and European officials expressed scepticism that now is a good time to release extra barrels.

What Happened?

The agency said the total eventually tapped will exceed the 400 million barrels announced in March because some members released more than they agreed, and that the 100 million figure likely includes 40 million barrels the US itself said it would release in September. Member nations stated their willingness to take further actions to address challenges in global energy markets. Washington has pressed European countries to do more to cushion the impact of the Iran war and Ukrainian strikes on Russian refineries, which are squeezing diesel supplies and driving pump prices to records. Trump has contemplated banning American diesel exports and announced a supply arrangement with Moscow.

Why It Matters?

Headlines describing a 100 million barrel release will read as fresh supply, and it is not. These barrels were committed in March, 330 million have already reached the market, and the agreement accelerates delivery of what remains. Anyone adjusting a supply forecast on this number should subtract what has already been counted. The distinction matters for the price response too, because the market has largely known about these barrels for seven months. The more consequential fact is that the tool is nearly spent. Once this release completes, the March commitment is exhausted, and European reluctance to add more indicates limited appetite for another round. That removes the main supply backstop heading into winter, with US distillate inventories at 105.2 million barrels and 14% below their five-year average, and with the UAE producing at record levels while having drained its own above-ground stocks to an all-time low. The reserves and the producers are both running near their limits simultaneously. The diplomatic split is worth following. The United States wanted additional barrels, did not formally propose them, and its allies declined to volunteer. At the same time Washington has pursued a bilateral diesel arrangement with Moscow that six Republican senators have asked the president to rescind, and has invoked the Defense Production Act to expand a domestic refinery. The coordinated multilateral response is giving way to national measures, which is what happens when a shared tool approaches exhaustion. For prices, the persistent rise through each successive intervention is the signal. A market absorbing an export ban threat, a coordinated release, a Russian supply deal and refinery expansion while still trading toward $97 is one where supply policy is not the binding constraint.

What Next?

The 20 million barrels of diesel are the part with the most immediate effect given distillate tightness, and the timing of those deliveries matters more than the headline figure. Watch whether the US returns with a formal proposal for additional barrels and whether European resistance holds. Once the March commitment completes, any further intervention requires a new agreement, which is a higher bar. US distillate inventories in the weekly EIA data remain the cleanest measure of whether any of this is working, and consumer price data has already shown fuel driving the largest monthly inflation increase since April.
