Venezuela Must Clear Over $2 Billion of Arrears to Unlock Up to $2 Billion of New World Bank Lending

JPMorgan Sees Diesel Falling to $4.70 a Gallon Within 15 Days of an Export Ban, Then Reversing as Refiners Cut Runs

  • The World Bank could lend Venezuela as much as $5 billion over two years from its public and private sector arms, according to Susana Cordeiro Guerra, vice president for Latin America and the Caribbean, who said the lender is assessing support if the conditions are right. A first operation of $500 million focused on water and electricity has been identified.
  • The sequencing creates a circular problem. Up to $2 billion could be lent in the first year if Venezuela clears arrears with other multilateral lenders, and it owes over $2 billion of overdue principal and interest to the Inter-American Development Bank alone, plus arrears to the Development Bank of Latin America. A country that cannot service existing multilateral debt must settle it before receiving new multilateral debt.
  • The scale is catalytic rather than resolving. Five billion dollars sits against a debt restructuring that some private calculations estimate at around $170 billion, so the money signals legitimacy and unlocks other flows rather than repairing the balance sheet.
  • The bank is building presence regardless, planning to hire a resident representative and open a Caracas office before year end, while engaging intensively on Venezuela’s macro fiscal framework and supporting its debt restructuring. The last loan to the country was in 2005.

What Happened?

The World Bank and IMF resumed engagement with Venezuela in April under acting president Delcy Rodriguez. Any support requires executive board approval. Cordeiro Guerra said the bank has developed a pipeline of projects it is comfortable financing and is waiting for the arrears settlement to proceed. Engagement across Latin America has increased amid a wave of market-friendly governments aligned with the US administration. The bank is preparing three loans for Colombia covering spending efficiency, energy and health, mirroring a structure used for Argentina, which received a commercial loan of up to $2 billion in June with a 95% World Bank guarantee. Argentina faces elections and more than $25 billion of debt maturities next year, and further lending is under discussion. A similar facility is planned for Barbados. Cordeiro Guerra said the aim is to reward the reformers, citing Paraguay, the Dominican Republic, El Salvador and Panama as examples growing above 4% annually through fiscal consolidation.

Why It Matters?

The arrears trap is the practical obstacle and it is a familiar one. Clearing over $2 billion owed to the IDB is the precondition for accessing roughly the same amount from the World Bank, which means Venezuela needs bridge financing from somewhere else before the multilateral money becomes available. Historically that gap is closed by bilateral donors or a sympathetic government, and given the direction of US policy, including the sequential lifting of sanctions on senior officials, Washington is the most plausible source. Anyone tracking when this financing actually flows should watch for an arrears clearance operation rather than for World Bank announcements. The political risk carries over from the bilateral track and is arguably greater here. Maria Corina Machado leads presidential voting intentions with 52% against 19% for the acting president and is excluded from the US-backed talks, while the World Bank is establishing a Caracas office, building a project pipeline and helping design a macro fiscal framework and debt restructuring with that government. Multilateral lending is harder to repudiate than commercial arrangements, but restructuring terms agreed now by an administration with limited electoral legitimacy would be contested by a successor holding a mandate. For holders of defaulted Venezuelan debt, who gets to set those terms matters more than the headline size of any package. Cordeiro Guerra’s framing is candid and worth noting without editorialising: lending is being allocated to reward reformers, and Bloomberg observes that engagement has surged alongside governments aligned with the current US administration. That is an explicit statement of how conditionality operates, and it applies to Colombia and Argentina as much as to Venezuela.

What Next?

The arrears settlement is the gating item and nothing proceeds without it. Watch for executive board approval of the first $500 million operation, which would confirm the programme is real rather than exploratory. Venezuela’s debt restructuring, estimated around $170 billion, is the process that determines recoveries for existing creditors and the World Bank says it is supporting it. For Argentina, more than $25 billion of maturities and an election next year make further World Bank support likely, and the structure used in June offers the template.
