- Marco Rubio said the US will discuss with Reliance Industries the possibility of refining more Venezuelan crude, describing India as a refining superpower with the capacity to handle barrels that are heavy, waxy and difficult to process. He is due to meet chairman Mukesh Ambani and visit the Jamnagar complex in Gujarat.
- The technical fit is genuine rather than diplomatic. Few refineries can process Venezuelan grades, and Jamnagar is among the world’s largest and most complex facilities, configured for heavy sour crude. That is why Reliance specifically.
- Rubio also noted India holds pre-existing oil concessions in Venezuela that could produce more, so the discussion covers upstream production as well as refining capacity.
- The policy runs in two directions at once. Washington is encouraging India to switch from Russian crude to Venezuelan, while holding back from imposing penalties under the sanctions law permitting tariffs of up to 100% on Russian oil buyers, and having separately arranged for Russian diesel to reach world markets.
What Happened?
Rubio arrived in Mumbai for a three-day visit and met External Affairs Minister Subrahmanyam Jaishankar, with US Ambassador Sergio Gor describing the talks as productive and citing commitments to deepen ties in defence, energy, emerging technologies and trade. Rubio said Venezuela is increasing production and that India has a long history of refining such supplies, creating opportunities for energy cooperation including processing barrels from the Western Hemisphere. The visit comes as both sides seek to steady a relationship strained over trade and Russia.
Why It Matters?
This completes a policy sequence that has been visible piece by piece without the logic being obvious. The US has lifted sanctions on senior Venezuelan officials one at a time, the World Bank is weighing up to $5 billion of lending contingent on arrears being cleared, and now Washington is arranging a buyer for the oil. Venezuelan production needs capital, political normalisation and an outlet, and each element has arrived in sequence. For anyone assessing Venezuelan exposure, this is the step that makes the others economically meaningful, because production without a refiner able to process it is worth little. The substitution logic is coherent even while the optics are awkward. Washington wants Indian refiners off Russian crude and is offering an alternative heavy grade rather than simply threatening tariffs, which is why the Graham law remains unused. That carrot-before-stick approach is more likely to work than the alternative, and it explains why the 100% tariff authority has sat idle since being signed. It sits oddly beside the administration’s own arrangement for Russian diesel exports, which six Republican senators have asked the president to rescind, but the two are consistent if the objective is lower global fuel prices rather than isolating Russia. For Indian refiners the commercial question is the discount. Venezuelan crude trades below benchmark grades because few can process it, and Jamnagar’s configuration is precisely what captures that spread. Whether Reliance accepts depends on the discount available, the reliability of supply from a country that has not exported at scale for years, and whatever assurances exist about future US policy. The concessions point suggests Indian companies may seek upstream participation rather than purchasing alone.
What Next?
Rubio visits Jamnagar on Wednesday and any statement from Reliance will indicate whether this progresses beyond discussion. Watch whether the Graham sanctions authority is invoked against anyone, since its continued non-use is the clearest signal that persuasion is the preferred route. Venezuelan production volumes determine whether there are barrels to refine, and the World Bank’s arrears condition remains unresolved. For oil markets, additional Venezuelan supply reaching refiners able to process it is a genuine addition rather than a reallocation, though not a quick one.
