Angola Budgeted $61 Oil and Got $87, Which Left It Needing $200 Million for the Rest of the Year

  • Angola is considering selling Panda bonds in China or tapping Islamic debt markets in the Middle East, according to Ottoniel dos Santos, secretary of state for finance and the Treasury. No decision has been made and the country plans no further international bond sales this year.
  • Conservative budgeting has removed the pressure. Angola has received an average $87 a barrel for its crude this year against the $61 assumed in its budget, a $26 windfall that leaves just $200 million to $400 million of financing needs for the remainder of 2026.
  • The country has been managing liabilities actively rather than simply refinancing. It raised $4 billion in eurobonds this year and used $1.2 billion for liability management operations, easing repayment pressure on debt maturing in 2028 and 2029. Dos Santos said future returns to market would follow the same pattern: some cash for the Treasury, some liability management.
  • Growth has been revised up sharply, to at least 5.7% from 4.1%, with the non-oil economy expanding 6.7% against an earlier 3% projection, driven by agriculture, industry and services.

What Happened?

Angola has already diversified by selling a Samurai bond in Japan, and officials visited Qatar, the United Arab Emirates and Oman last year seeking new investors. Dos Santos said the aim is to avoid relying each year on the same markets and the same investors. The government will decide between bilateral loans, a eurobond return or alternative instruments once the 2027 budget is finalised. It is not negotiating with Chinese creditors over maturities and has not discussed a new IMF programme, while continuing to work with the fund on reforms and technical assistance. Fuel subsidies are being reduced gradually with pump prices raised twice this year, and dos Santos said further increases would come with measures to protect vulnerable consumers, without giving a timeframe.

Why It Matters?

Budgeting oil at $61 and receiving $87 is the cleanest illustration available of why conservative sovereign assumptions matter. The same price environment that has forced other governments into emergency measures has left Angola needing a few hundred million dollars for the rest of the year, which is a rounding error for a sovereign. Countries that budget optimistically convert price volatility into funding crises; those that budget below expectation convert it into windfalls. For anyone assessing frontier sovereign credit, the oil price assumption in the budget is a more informative number than the debt ratio. The funding diversification deserves attention because of when it is happening. Angola is building access to Chinese renminbi markets, Gulf Islamic debt and Japanese yen issuance at a moment when the largest sovereigns are finding their own long-end demand constrained. The US Treasury is weighing cancellation of its 20-year bond because the maturity has no natural buyer, France is issuing shorter after dealers reported weak demand for 30-year paper, and the structural buyer base for duration has shrunk with the decline of defined-benefit pensions. A small issuer spreading across currencies and investor pools before it needs to is doing what larger ones are now scrambling to arrange. The subsidy position is the tension worth watching and it mirrors the problem across the continent. Higher oil prices raise Angola’s export revenue and the cost of its fuel subsidies at the same time, so the windfall is partly self-cancelling. Nigeria faces the same arithmetic and has introduced price modulation to defer part of an increase ahead of January elections. Angola has raised pump prices twice and promised protection for vulnerable consumers, which is the politically difficult middle path. The non-oil growth figure of 6.7% is the more consequential development, since diversifying the economy matters more than diversifying the bond currencies.

What Next?

The 2027 budget determines the financing decision, including whether a Panda bond or sukuk proceeds and in what size. Watch the oil price assumption in that budget as the signal of how the government is positioning for the year ahead. Brent trading above $105 keeps the windfall running for now, though the IEA release and any resolution of the Gulf disruption would change that. Angola faces a tight election, and further subsidy reductions are politically sensitive in that context. For emerging market debt investors, whether other frontier issuers follow Angola into renminbi and Islamic markets is the broader trend to track.
