A Data Center Developer Is Paying Kansas Households $1,000 a Year for a Decade, Which Is About $83 a Month
Share on TelegramShare on TwitterShare on FacebookShare on LinkedinShare on Whatsapp
  • Digital Realty Trust is offering $1,000 a year for the next decade to every household in De Soto, Kansas, a town of about 7,000 people, near its planned 1,400-acre Astra Enterprise Park. The money comes from a $20 million community investment fund, and the city is working out whether to distribute it as property tax or utility bill credits.
  • Divided across a decade, the fund supports roughly 2,000 households at that rate, and the payment works out at about $83 a month per household.
  • The employment ratio explains the resistance. The project is expected to employ more than 1,000 workers during construction but support 250 full-time jobs once operational, which on 1,400 acres is roughly one permanent job per five and a half acres. A May petition with more than 650 supporters sought a two-year moratorium citing health, noise, water use and electricity rates.
  • A market price for community consent is forming quickly. Beale Infrastructure, backed by Blue Owl and facing resistance to its own $3 billion project in the same town, launched a $250,000 community fund in May, and this month agreed to reduce water usage, fund $9.4 million of water infrastructure and establish a separate community benefit fund of up to $20 million.

What Happened?

A Digital Realty spokesperson said the commitment is designed to deliver tangible benefits for residents while the company invests for the long term. The mayor told petitioners their concerns were considered during the review process. No end user has been announced for the Digital Realty site, though the company works with Microsoft, Nvidia, Oracle and Amazon, and has partnered with Blackstone on developments in the US and Europe, paying $3.5 billion for its data centres. Construction is expected to begin next year.

Why It Matters?

Residents now have a calculation to run and the offer invites it. About $83 a month is set against concerns that include electricity rates, and if local power prices rise by more than that figure the payment is net negative for the household receiving it. Data centres are the largest new source of electricity demand in the country, and the relationship between a facility arriving and local rates rising is precisely what the petition objected to. Whether $1,000 a year covers it is an empirical question that will be answered after the money has been accepted. The jobs ratio is why this opposition recurs everywhere and why payments are becoming necessary. Fourteen hundred acres supporting 250 permanent positions means the facility consumes land, power and water at industrial scale while employing at a fraction of industrial density. Communities bear an industrial cost base and receive a modest employment benefit, which is a structurally weak bargain before any payment, and it explains why roughly $68 billion of projects were blocked or delayed in a single quarter and 72% of voters say they would oppose a facility locally. The more consequential development for investors is the emergence of community payments as a standard line item. Two developers competing in one town of 7,000 have escalated from $250,000 to $20 million funds plus $9.4 million of water infrastructure within months, and those numbers will be benchmarked by the next community that negotiates. For Digital Realty, Equinix and the hyperscalers funding these builds, consent now has a price that is rising and that did not exist in project models two years ago. Set against a $3 billion comparable project cost, $20 million is under 1%, which suggests considerable room for it to rise further. This also resolves, in one direction, the geographic split visible elsewhere. San Francisco banned new data centres while hosting the companies that need them; De Soto is being paid to accept what San Francisco will not.

What Next?

How the payment is administered, as tax credits or utility credits, determines whether residents feel it, and the city has not finalised that. Watch local electricity rates once the facility operates, since that is the test of whether the compensation covers the cost. Construction begins next year and an end user has not been named, which is itself worth tracking given the repricing underway in AI infrastructure credit. For the sector, whether $20 million funds become the benchmark elsewhere is the cost question, and the escalation in De Soto from $250,000 to $20 million in five months suggests the direction.
